Back when I was in grad school, I was introduced to the Phase Vocoder.
On the Mac platform, there's a killer program called SoundHack with a
great implementation.

I'm not sure of any stand-alone implementations on the Windows side,
but I had great luck using CSound to create Phase Vocoded stretches.

Even moderate amounts of stretching sounded really natural. (Of
course, the most fun to be had is stretching things out by 20-30x or
more.)
